Message From Mayor Mark Park

Dear Residents,

Due to the torrential downpour, we experienced last week, estimated to be up to 7 inches of rain in approximately 2 hours, I have called a Special Meeting of the Englewood Cliffs Borough Council for Wednesday August 21, 2024, to discuss this issue of drainage Town-Wide. The meeting will be held at 6 p.m. in the Englewood Cliffs Courtroom located at 10 Kahn Terrace. I have also asked the Borough Administrator and Superintendent of the Department of Public Works to begin preliminary discussion with our Borough professionals regarding a comprehensive drainage solution in our community. It is important we work together for the common goal. Most importantly, we value our wonderful way of life and want to move forward on a global solution.

Please attend this special meeting. We look forward to hearing from you on August 21, 2024.

The weather forecast for the rest of the week looks pleasant. Please enjoy the last few weeks of summer. And always, stay alert and stay connected.

Thank you,

Mayor Mark Park

Borough of Englewood Cliffs
Residents Benefit From Tax Rate Decrease

August 2024 (Englewood Cliffs, NJ) – The Borough of Englewood Cliffs residents are benefitting from a Tax rate Decrease of .44% for the 2024 Budget, keeping taxes low as promised. The 2024 Municipal Operating Budget passed on Wednesday June 19, 2024, by a vote of 4 to 3 with Mayor Mark Park breaking the tie.

"I am delighted that the Borough is in such a healthy fiscal condition," said Borough of Englewood Cliffs Mayor Mark Park. "This will help us continue to give first class service while keeping taxes under control."

"Over the last six months, Borough staff, led by our CFO Shuaib Firozvi, have been diligently working on detailed budget worksheets," said Mr. Jerry Barberio, Borough Administrator of Englewood Cliffs. "As we continue to provide services at a very high level and deal with inflation uncertainty, the Borough Council has focused on reducing taxes for the residents of Englewood Cliffs."

“This year we provided a balanced and conservative budget with a long-term strategy view,” said Councilman Philip Zhi Liang, Chairperson of the Borough Finance Committee.

Lowering the tax rate was possible due to several factors. Effective expenditure forecasting by Department Heads, informed revenue analysis by the Borough Administrator and Certified Financial Officer, a 13.75% decrease in operating debt service, and increasing valuations in our community.

"I want to thank the Borough Council, Department Heads and staff, and the Finance Committee for their support." Said Mr. Barberio, “it was a wonderful team effort.”

2023 2024 Change in %
County 0.253 0.253 0 1 0.0%
County Open Space 0.012 0.012 0 1 0.0%
District School 0.415 0.431 +0.16 3.90% Increase
Municipal 0.461 0.459 -0.002 0.04% Decrease
Total Tax Rate 1.141 1.155 0.014 1.20%

The total property tax rate is composed of the County, School and Municipal Rate. The Englewood Cliffs Borough governing body has no control over the School or County Tax Rates. The increase in the school tax rate, voted on by the Members of the Englewood Cliffs School Board (Board Members – Board of Education – Englewood Cliffs School District) more than offset the decrease we provided in the municipal rate. Therefore, anyone who had a property with the same assessment in 2023 as 2024 will see a 1.2% total increase in their tax bill even with a .4% decrease in the municipal portion.
